Every scam in the books is in play here. It has to be at least half of the local industry, trying to rip off foreign tourists. Even knowing all of it, and telling the driver clearly, "No agency, no office, no visa photo….BORDER", he still passed us off to another driver who did indeed pull into a gravel parking lot along side of an 'visa agency' scam. I just looked out and looked at him, "No". Problem solved. As they guide books mention…they know there is another sucker waiting back at the train station, no need to waste their time with us.
