Stopped to examine this metal gate more closely, and Jihye noticed that the bullet holes were clearly made by bullets passing in both directions. If you took a few minutes and did a youtube search for video of the constant street to street fighting that occurred in Mostar, you could see why something like this is absolutely no surprise.
